yeah it is creepy! I think they use it as a way to deceive the fans and the masses, like a wolf in sheep's clothing. Like for example, i remember a member pointed this out in this thread, in t ex t's music video for cant you see me one of the members wears a shirt with a huge smiley face on it, but in reality the music video is about blood sacrifice. Its like they use it to show like kpop is all happy and sunshine and rainbows and these idols are all happy but in reality its the complete opposite of that.

Not all fans but some big fansite owners. Allegedly they also helped in luring the girls. They should be arrested as well. In 2013 an underage Chinese actress tried to expose him after he coerce her into having s*x with him but these big fansites silenced her and concealed all evidences.
